Rachel is the oldest child (in a family of thirteen children) born to Charles Franklin Stevens Jr. and Aurelia Spencer. She was born October 2, 1898 at their North Fork Ranch in Kane County, Utah. She married Willard Walker Jones on March 12, 1924 in Belvedere Gardens in Los Angeles County, California. They had four children: Aurelia Betty, Barbara Lee, John Franklin and Neal Stevens.

Rachel died on October 7, 1978 in Cedar City and was buried in the Enoch Cemetery beside her husband and infant son, Neal.
