Otto was the son of James William and Hanna (or Hannah) Eliza (Wright) Breckenridge. In the fall of 1880, his family moved by covered wagon to Wheatland, Hickory County, Missouri. After spending the winter there, they moved to the "Holland Farm" in Henry County, Missouri.

He married Della E. Copper Cresson in 1926 in Montana. They did not have any known children.
