John W Haley was a fireman for the City of Hot Springs, AR. He was also employed by the street car company for many years. In 1908, he was elected constable of Garland County by a considerable majority of votes cast. He had been running for re-election to that post at the time of his death.

"Willis" married Annie Snowden in 1885. They had five children: Maude, Jacob (Jack), Lee, Willis Jr., and Joe.
