Charlie William Chesteen was born in Mississippi on Dec. 24, 1876, the son of Charles Hudson and Susan Alice (Garrett) Chesteen, and became a farmer. He married Mary Anna Garrett, near Kilmichael, Montgomery County, Mississippi, on Sept. 1, 1898, where he resided for the rest of his life, and they would have nine children. He was a trustee of the Dorris Elementary School and clerk of the Friendship Primitive Baptist Church. He also served as a member of the Montgomery County Board of Supervisors, District 4, from 1928-32. He died of a cerebral hemorrhage at the Greenwood Leflore Hospital, Leflore County, Mississippi, on Aug. 23, 1954, at age 77, and was buried at Poplar Creek Nations Cemetery, Montgomery County, Mississippi
