Hall was born in southern Cumberland County, Kentucky, to Joe Godsby Spears and the former Martha Florence Spears. Joe and Florence, as she was always called, were first cousins, once removed. Hall was not given a middle name.

The family relocated to Granite, Oklahoma, in September 1926 and then to Pontotoc County in Oklahoma in 1930. After a few years, the family moved to a diary south of Ada and west of Stonewall, Oklahoma, in 1935.

After Hall and Mary were married on 9 Nov 1941, they moved to Stockton, California, where they remained for the rest of their lives.
