Samuel is a son of Peter Peterson and Mary Elizabeth Thurman. He married Samantha Agnes Reid on April 5, 1905 in Vernal, Utah. They became parents to six children: Keturah Ethel, William Cecil, Leland Peter, Samuel Reid, Thelma, and Verla.

Samuel registered for the World War I draft in September 1918. He was 34 years old and was a self-employed farmer in Neola, Utah. He is described as medium height and build with brown eyes and hair.
