He was the son of Jacob Edward and Mary Jane Barnette.He was chairman of the board for Greenwood Packing Plant. He was a former mayor (1931-1935) and alderman of the city of Greenwood. He attended Catawba Military Academy. He was a 1910 graduate of Clemson College. He earned his doctorate in veterinary science from Ohio State University. He taught veterinary science at Clemson College from 1913-1917. He had his veterinarian practice from 1918 until 1942. He was an army officer during World War I. He was a member of Greenwood First Presbyterian Church.
