Filip (Philip) was born 1863* in Dlouha Lhota #31, vicinity of Choustnik, Tabor District, South Bohemian Region, Bohemia, Empire of Austria (now Czech Republic) to Frank Taraba and Anna Dolezal Taraba. He came to America with his parents and brothers on the SS Nurnberg from Bremen, Germany, arriving at Baltimore, Maryland on May 4, 1874. They boarded a train and went to Chicago, Illinois, where they settled. In 1880 he is living with his married brother, Martin, and is a tailor.

In Chicago on October 7 1882 he married Maria Anna Hajek, daughter of Jindrich "Henry" John Nepomucky Hajek and Josepha "Josephine" Liska Hajek. They were parents of two children: Louisa P. and Frank Joseph.

Filip (Philip) became a citizen of the United States on October 27, 1884. He was on the registered voter lists in Chicago for 1888 and 1892.
