Stephen was born to Jacob Hunsaker and Elizabeth Brown. He had a twin sister, Minerva. The family moved to Illinois and began farming there. When he was six years old, his father, Jacob, died. Four years later, his mother married James McKillips. Stephen chose to take his stepfather's surname. In 1860, Stephen married Elizabeth Carroll, and the couple had several children.

On 7 November 1862, Stephen enlisted as a Union soldier in Co. C of the 118th Ill. Infantry Regiment in Wythe, Ill. He survived the Civil War and was mustered out on 1 October, 1865 in Baton Rouge, LA.

After returning home to Ill, Stephen worked as a laborer as noted in the Federal Census for 1880. By 1895 Stephen had moved his family to Winona, MN. The Minnesota & Territorial State Census of 1895 has Stephen's occupation as "retired and sick" at age 56. On 31 January 1893 Stephen filed for a military pension. The 1900 Federal Census notes Stephen as living in Winona as a "pensioned soldier".

Pvt. McKillips died in 1915 at age 76, a soldier who fought proudly for his country.
