Effie is the daughter of Theophilus Aime Jacques and Mary Aellion Miser. She married Walter Harry Wilhite at her parents residence on 25 December 1900, Wichita, Sedgwick Co., Kansas. The marriage was performed by J.E. Wilson, Minister of the Gospel.

At the time of death she was survived by two sons; Halsel "Hal" Eugene Wilhite, and Hershal "Jack" Jacques Wilhite; sister, Hannah "Belle" Jacques, McDill. Preceded in death by husband, parents and possibly two more infants.
