William J.M. Starkie was the last Resident Commissioner of National Education of Ireland, under the British administration in Ireland.
Educated at Shrewsbury School and Cambridge University.
William was recorded in the 1881 census of England, as a student at All Saints, Trinity College, Cambridge. He was 20 years old.
William Starkie, son of William Robert Starkie and Frances Power Starkie, married Mary Caroline Walsh, daughter of Cornelius Walsh and Mary O'Callaghan Walsh, on 25 July 1893, at St. Mary's Pro-Cathedral, Marlborough Street, Dublin.
In the 1901 census of Ireland, the Starkie family were recorded at Killiney, Co. Dublin. The family lived at "Harrow House", Ballybrack Road, which was recorded as having 13 rooms.
