The son of Samuel & Henrietta E. "Hetty" (Nailor) Allen, he married Elizabeth Ensminger March 1, 1855, and fathered Reuben W. (b. 10/02/55, d. 02/11/63), Josiah K. (b. 02/15/57), Jacob E. (b. 05/25/59), Anna Mary (b. 07/08/62), and Harvey A. (b. 12/12/66, d. 02/14/72). In 1860, he was a farmer living in Mifflin Township, Cumberland County, and stood 5' 9" tall with dark hair and brown eyes.

A Civil War veteran, he was drafted in Carlisle October 16, 1862, mustered into federal service at Camp McClure, Chambersburg, November 1 as a private with Co. C, 158th Pennsylvania Infantry ("Drafted Militia"), and honorably discharged with his company August 12, 1863. He also enlisted in Newville, Cumberland County, August 29, 1864, mustered into federal service at Harrisburg September 3 as a private with Co. H, 202nd Pennsylvania Infantry, and honorably discharged with his company August 3, 1865.
