A native of Norfolk, he was the husband of Mrs. Katie Flanagan.
He was a retired special officer for Virginia National Bank, Norfolk. He was a member of Temple Baptist Church, Norfolk. He was an Army veteran of World War I.
Besides his widow, survivors include a daughter, Mrs. Betty Bernard of Norfolk; three sons, Albert E. Flanagan and Herbert L. Flanagan Jr. of Norfolk, and M. Sgt. Herbert M. Flanagan of Marysville, Calif; four stepdaughters, Mrs. Joseph I. Williams of Virginia Beach, Mrs. Warren C. Twiddy of Chesapeake, Mrs. Robert K. Miles of Norfolk, and Mrs. Ruth K. Shepherd of Virginia Beach; and 26 great-grandchildren.
A funeral service will be held Friday at 11 a.m. in Peninsular Funeral Home with burial in Greenlawn Cemetery, Newport News.
