The son of George Simons, in 1860 he was a laborer living in South Middleton Township, Cumberland County, Pennsylvania. He stood 5' 9" and had black hair and dark eyes.

A Civil War veteran, he enlisted in Carlisle and mustered into federal service at Harrisburg on October 19, 1862, as a private with Co. F, 17th Pennsylvania Cavalry (162nd Pa). On June 17, 1865, he transferred to Co. F, 2nd Pennsylvania Provisional Cavalry, during a war-end consolidation, but the company register says he was detached to the 2nd U.S. Artillery. Both events are possible, but the former is the more likely. He was honorably discharged with his company August 7, 1865.

He married Sarah Ann Rowe ca. 1868 and fathered Elizabeth Ann (b. 01/19/68 - married a Fink), William Rowe (b. 11/14/69), Mary C. (b. @1872), Samuel M. (b. @1873), Hugh Walter (b. 04/14/75 or 76), Laura (b. @1879), and Peter (b. 07/11/81). Cause of death is listed as "gangrene following an abscess right testicle" with "grip & debilitated from wounds & disease from war." October 12 also reported as his birthday.
