Mr. LaRosa retired from the public works department after more than 25 years and previously worked at a family fishing business, Pound Nets.
In appreciation for community service a portion of John F. Kennedy Boulevard was named Joseph A. LaRosa Way in his honor by the city in 1991, and he was named Citizen of the Year in 1992.
Active in community affairs, Mr. LaRosa helped organize the City's Easter Egg Hunt; and, along with the American Legion, the Sea Isle City Halloween Parade.
He was committee chairman of the local Boy Scout Troop, past president of the Sea Isle City Rotary and was the Sea Isle City Civil Defense Director. He also was involved with the reorganization of the city ambulance corps, served on the city traffic committee and the board of adjustments.
Mr. LaRosa was a charter member of the Sea Isle Knights of Columbus Club, and was involved with the construction of the club building, now the Sea Isle Community Center. He was a special police officer summers and served on local emergency agencies
He served in the U.S. Army during World War II, and was a member of the VFW. Mr. LaRosa also served as post commander, county commander and N.J. vice commander of the American Legion.
He also served on the Cape May County Veteran's Cemetery Advisory Committee.
Born in Sea Isle City, Mr. LaRosa lived there all his life.
Surviving are his wife, Alice; two sons, Pasquale of Bellplain, Dennis Township, and Joseph of Seaville, Upper Township; two brothers, Roger of Ocean City and Pasquale of Sea Isle City; a sister, Lucy Jargowsky of Sea Isle City; and three grandchildren.
Services will be held noon Friday at St. Joseph 's R.C. Church, 44th and Landis avenues, Sea Isle City, where friends may call one hour earlier.
Burial will be in Cape May County Veterans Cemetery, Cape May Court House.
Arrangements are by the Krause and Dinan Funeral Home, Sea Isle City.
