Olcott resided in Fort Worth all his life and practiced law in Fort Worth for over 40 years.
He was preceded in death by his parents, Edwin T. and Mary Louise Phillips; his three brothers; and his sons, Andrew Chilton Phillips and James Olcott Phillips Jr.
Survivors: Wife of 65 years, Mary Belle Phillips; daughter, Mary Long Phillips; son, William Atlee Phillips; and grandchildren, Atlee Marie Phillips, William Olcott Phillips, Hannah Phillips and Sarah Phillips.
