She was born in Sand Prairie Township, Ill., on Sept. 24, 1913, to Charles and Ida Hoffman Birkmeier. She married Charles Woodward, who passed away in 1963.
She also was preceded in death by her parents, three brothers and two sisters.
Surviving is her twin sister, Clara Pech of Pekin, and several nieces and nephews, great-nieces and -nephews and great-great-nieces and -nephews.
She was a loving and devoted caretaker to several generations of her family.
Frances was a member of St. Joseph Catholic Church in Pekin.
Burial will be in St. Joseph Catholic Cemetery in Pekin.
