Otha grew up in eastern Kentucky. He married first Nancy Della Lamar who died young in 1910. He then married Frances Flake of Bulloch Co. GA. After a few years, they moved to Wadley, GA and Statesboro, GA.

BIGAMY:
Probably like many other men during the time, Otha "remarried" without getting a divorce first. He falsely stated on his 1943 Ohio marriage license to Maxine that his current/previous wife, Frances, was deceased when she was not. He died in Akron, Ohio rarely seeing his first family again.
