Woodrow was the son of Frank Washington Eikenbarg and Barbara Jane Romack Eikenbarg. His mother died in 1919 and his father married in 1920 to Litha Estelle Pennington DePriest.

Woodrow married Leona Marie Britton, 30 Nov. 1935 at Arnett, Ellis, Oklahoma. There were four known children from this marriage.
