Born on the family homestead in Irwin Township, Frank was fifthteenth and last child of John Phipps and Elizabeth Catherine Coast Martin. On August 1, 1934, he married Edith Mae Kilgore, daughter of Earl William and Viola G. Kuhns Kilgore. Frank and Mae were the parents of a son named Dennis Wayne Martin.
