U.S. Congressman. He attended the University of Pennsylvania, graduated from the law department of Washington and Lee University, in 1877, was admitted to the bar and commenced to practice law in Harrisonburg, Virginia. He was a member of the Virginia State House of Delegates, (1885-89) and served in the Virginia State Senate, (1893-97). In 1897, he was elected as a Democrat to the Fifty-fifth Congress and to the next nine succeeding Congresses, serving until 1916. He resumed the practice of law and was appointed judge of the U.S. Court of Claims, serving until he resigned in 1927. He later died in retirement.
