Eldest son of Francis Russell, Marquess of Tavistock, and Lady Elizabeth Keppel. Paternal grandson of John Russell, 4th Duke of Bedford, and the Honourable Gertrude Leveson-Gower. Maternal grandson of William Anne van Keppel, 2nd Earl of Albemarle, and Lady Anne Lennox.

Francis was a direct descendant of King Charles II.

He inherited the dukedom in 1771 on the death of his grandfather, his father having died suddenly in 1767. At the time, he was only six years old.

Regarding Charles James Fox as his political leader, he joined the Whigs in the House of Lords, and became a member of the circle of the Prince of Wales, afterwards George IV.

He was a member of the original Board of Agriculture, which was one of his great interests. Francis established a model farm on his property at Woburn, Bedfordshire, and conducted experiments in sheep breeding.

He was never married and died without issue at Woburn from hernia complications.

Francis was succeeded by his younger brother, John.
