Third but eldest surviving son of Charles Howard, 3rd Earl of Carlisle, and Lady Anne de Vere Capell. Paternal grandson of Edward Howard, 2nd Earl of Carlisle, and Elizabeth Uvedale. Maternal grandson of Arthur Capell, 1st Earl of Essex, and Lady Elizabeth Percy.
In 1717 he married his first wife, Lady Frances Spencer, daughter of the 3rd Earl of Sunderland. They were parents to three sons and two daughters.
Lady Frances died in 1742, and Henry married secondly the Honourable Isabella Byron in 1743. Isabella was the great aunt of the famous poet, Lord Byron.
Henry and Isabella were the parents of two sons and four daughters.
All three of the earl's sons by Lady Frances Spencer pre-deceased him, and he was succeeded by Frederick, his eldest son from the second marriage.
His widow remarried to Sir William Musgrave, 6th Baronet, in 1759. She died in 1795.
