Son of Henry Howard, 4th Earl of Carlisle, and the Honourable Isabella Byron. Paternal grandson of Charles Howard, 3rd Earl of Carlisle, and Lady Anne de Vere Capell. Maternal grandson of William Byron, 4th Baron Byron of Rochdale, and the Honourable Frances Berkeley.

Frederick married Lady Margaret Caroline Leveson-Gower in 1770. She was the daughter of the 1st Marquess of Stafford and Lady Louisa Egerton.

Together they had ten children - four sons and six daughters. Three of their daughters died young, but among the surviving children were Isabella, Lady Cawdor of Castlemartin, and Elizabeth, Duchess of Rutland.

Frederick's grandchildren included the 1st Earl Cawdor, the 6th and 7th Dukes of Rutland and the Marchioness of Bristol.
