Lucille was one of ten children born to the marriage of Samuel Wallace Williams and Mae A. Baker. She was born in San Saba, Texas. Her brothers were Samuel Wallace,Jr, Leone, John Baker, Arthur and Perry Winston Williams. Sisters were Lota, Marie, Stella and Elizabeth (Woodie).

She was a descendant from prominent families in San Saba County, Texas. Two of her great grandfathers, a great-great grandfather and two or more great uncles fought with the Army of the Republic of Texas under General Sam Houston to win independence from Mexico. Her great-great grandfather, Spencer Morris also fought under Andrew Jackson in the War of 1812 and in the Battle of New Orleans.

Lucille Williams married Hartley Davis. They lived in the Ft. Smith, Arkansas area before moving to Louisiana.
