Raised at San Saba, Texas. As a young man he worked as a cowboy, an oilfield hand and in many other jobs in Texas, Arkansas and California. After marrying Mary Jane "Mollie" Mitchell, they settled in Kermit, Texas in 1939, where they raised their son, Perry L. Williams. They spent the rest of their lives in the home they established in Kermit.

His parents were Samuel Wallace Williams, Sr and Mae Anderson Baker Williams. Perry was a descendant of prominent San Saba County,Texas families. Several of these family members fought with Sam Houston in the Army of the Republic of Texas at the Battle of San Jacinto, when Texas won it's independence from Mexico.

His great-great grandfather Spencer Morris,Sr and two of his great uncles fought in the Battle of San Jacinto, when Texas won it's independence from Mexico. His great, great grandfather also fought in the War of 1812 and was with Andrew Jackson at the Battle of New Orleans.

Pallbearers were Joe Mitchell, W.J. Mitchell, Billy Mitchell, Clay Mitchell, Joe Williams and Tommy McNabb.
