Arnold was born August 8, 1893 in Manchester, Lancashire, England. His father was James Shepherd (1868 - 1948), and his mother was Anne Turner Shepherd (? - 1947).

During World War I, Arnold volunteered for service with the Royal Flying Corps (RFC), the forerunner of the Royal Air Force (RAF). He served five years as an officer in the RFC/RAF. After receiving eight hours of actual flying instruction, he was designated a pilot and flew the Sopwith Camel. His squadron leader was Arthur Harris (1892 - 1984), who later became Air Chief Marshal Sir Arthur Harris, and who commanded the Royal Air Force Bomber Command from 1942 to 1945. Arnold's experiences in World War I were later documented in a newspaper article in The Evening News - Metro-East (Harrisburg, Pennsylvania) on 23 Sep 1969.

On February 7, 1920, Arnold married Emily Shewan (1898 - 1965) in London, England. They had four children (all born after Arnold and Emily emigrated to the United States):

* Edward Victor Shepherd (1923 - 1998)
* Jean Shepherd Snell (1925 - 2017)
* A daughter (still living)

Arnold emigrated to the United States in March 1921 on the S.S. Aquitania, with Emily's father, William J. Shewan (1867 - 1947). Emily did not accompany him on this voyage - she entered the United States nine months later, on 29 Dec 1921.

Arnold and Emily lived in Erie, Pennsylvania during the 1920s. Arnold worked at General Electric, a major employer in Erie. The family moved to Buffalo, New York sometime before 1931 and then moved to the Harrisburg region of Pennsylvania either in the late 1930s or early 1940s.

During World War II, Arnold worked as a civilian at an Air Force Base in Richmond, Virginia, returning to Middletown in 1945. He retired from the Inspector General's office at Olmstead Air Force Base, located in Middletown. He was a member of the Harrisburg Chapter of Silver Wings, a professional organization dedicated to developing civilian leadership skills and providing service to the community.

Emily died in 1965. On April 9, 1966 Arnold married Viola Coble (b. July 16, 1904).

Arnold died in 1977 at age 83. He was buried next to his first wife, Emily.
