He was the son of Willis H. Bagley and Mary Clary Bagley.
On March 1, 1866 as William H. Bagley, he married Adelaide A. Worth at Wake County, North Carolina.
She was the daughter of Governor Jonathan Worth.

He was clerk of the Supreme Court from 1869 to 1886. He was also Grand Master and Grand Representative of the IOOF.

On May 4, 1861, he enlisted and mustered in as a Private in Company L, 17th North Carolina. On May 16, 1861, he was promoted to 1st Lieut., Company A. On February 8, 1862, he was captured at Roanoke Island, North Carolina. On February 21, 1862, he was paroled and exchanged. He was promoted to Captain and later to Major, serving in the 68th North Carolina Regiment.
