Son of Joseph Carter II and Judith Chastain, daughter of Pierre Peter Chastain, Jr. and Mildred "Middy" Archer. Joseph III was born in Albemarle County, Virginia; that section is now Buckingham County.

Joseph has many conflicting birth and death dates. The DAR lists his birthdate as c 1760 and his death date after 25 Feb 1845. The date of 25 Feb 1845 is the same date of both the Congressional House of Rep Report #172 and Bill #642. There are NO Revolutionary-era documents that prove his exact birth and death dates.

Joseph served two tours of three months each as a Pvt in the Revolutionary War. The first tour was in the Virginia Militia, and the second tour was in the Continental Army. He was approved for a pension for his service. It is unknown if he ever received a pension and believed his records were lost or destroyed.

After the war, Joseph married Magdalene Chastain, the daughter of the famous preacher Rene (Raney) Chastain of Buckingham County, Virginia. And they later migrated to Kentucky.

Joseph's granite marker was unveiled and dedicated by the Morgan County Chapter of the Daughters of the Revolution on June 11, 1953. The inscription dates of this headstone are incorrect.
