Born in Birmingham, England to Joseph and Ann Shelton Howard, he was baptized by his father in May 1864, and emigrated with his family to America that same year, crossing the Atlantic in the ship "Hudson," which sailed from London on 3 June 1864. He crossed the plains in the Captain William Hyde's ox train and arrived in Salt Lake City 26 October 1864.

From 1887-1889 he served a mission in England, in the Sheffield and then Birmingham conference.

After living in Bountiful, Davis, Utah, for a number of years, he became a permanent settler in the Snake River Valley, which included the Shelton Ward, in 1889.

He was ordained an Elder when quite young, and then ordained a Seventy by John L. Leavitt. He was ordained a High Priest and Bishop 19 August 1892, by John Henry Smith and set apart to preside over the Shelton Ward, which was organized at the time and named in his home.

On 11 September 1876 he married Josephine Johnson, daughter of John Johnson and Louisa Svendsen, who was born in Copenhagen, Denmark, on 4 February 1860. On March 27 1884 he married Sarah Ann Downs, daughter of John Downs and Mary Cowley, who was born 4 March 1866, in Browsby, Derbyshire, England.

John was a farmer and carpenter by occupation.

He died 6 March 1923 in Shelton, Bonneville, Idaho.
