US Congressman. Born in Parkersburg, Virginia, he moved to Chillicothe, Ohio, in 1864, studied law, was admitted to the bar in 1866 and commenced to practice law in Chillicothe, Ohio, in 1867. He was Chillicothe City solicitor, (1867-68) and prosecuting attorney of Ross County, Ohio, (1870-72). In 1873, he was elected as a Democrat to the Forty-third and Forty-fourth Congresses, serving until 1877. An unsuccessful candidate for election, he resumed the practice of law until hi death at age 61 in Chillicothe, Ohio.
