U.S. Congressman. Educated in Oregon, at the Portland Academy and Baptist Seminary, he was Canyon City justice of the peace in 1862. He was also Postmaster of Canyon City, (1863-64), clerk of Grant County, (1864-66) and a member of the Oregon State House of Representatives, in 1866. He studied law, was admitted to the bar in 1866 and commenced to practice law in San Francisco, California, in 1867. Returning to Oregon, in 1870, he was City Attorney of Walla Walla, (1871-72) and presided over the Republican Territorial convention at Vancouver, in 1874. In 1879, he was elected as a Republican to the Forty-sixth, Forty-seventh and Forty-eighth Congresses, serving until 1885. An unsuccessful candidate for re-nomination, he practiced and served as judge of the superior court of Walla Walla, (1896-1913).
