John apparently died between 1890 (birth of youngest son) and 1900 (time of the census). Mary listed as a widow.

John Quincy Plunk was born in 1856 in Sevier County, Arkansas, or Howard County, Arkansas. He died sometime before 1900 and, as you have stated, is not listed in the 1900 census. The tombstone shown on this memorial for J.O. Plunk (1885-1907) is probably that of his son, who was born in Arkansas and died in Texas.
