Sarah was the fourth of thirteen known children born to Daniel S. and Elizabeth (Stillwagon) Swartz. Her siblings were:

Sarah married William I. Cooper, son of William Jacob and Lydia (Oakley) Cooper, on 9 July 1859 in Richland County, Ohio. They became the parents of the following six children:
