Daughter of Richard B. Russell,(Georgia State Supreme Court Justice) of Georgia and Ina Dillard Russell. 4 June 1938 She married LT. COLONEL Jean Killough Stacy from Cherry Valley, Cross Co., Arkansas. She was also sister to Georgia Senator Richard B. Russell, Jr.

She was a graduate of Washington College of Law. During World War I she worked in the "Bureau of War Risk Insurance", now known as the V.A.

LT. COL. Stacy died in 1955 suddenly and unexpectedly. Ina Stacy died 13 May 1991 and is buried next to her husband in Arlington National Cemetery. They had no children.
