He was the paternal grandson of David Woodard and Elizabeth Bullock and gr-grandson of Elisha & Mary Woodard, all of Edgecombe County. He was a direct descendant of this family's patriarch, Christopher Woodard of England (b.ca. 1594) who was an early settler in Virginia. On his mother's side, he was the maternal grandson Barnes Simms and Martha Dew of Wayne County.
William became active in the Kehukee Free Will Baptist Church where he served as Elder. Brother, James Simms Woodard, served as a pastor from 1877-1882.
William married in about 1854 to Delpha (Delphia) Rountree, daughter of Wiley/Willie Rountree and Martha Dew of Edgecombe County. He was about age 24, and she about age 26.
The couple would become parents to 6 known children, and both his daughters (Varina & Cora) would marry Charles Brantley Aycock, the future Governor of North Carolina. Their children were: William Woodard III (1855-1921), Mary Woodard (1859-1859), Alice "Varina" Woodard (1861-1889), Leonidas "Lee" Polk Woodard (1864-1941), Patty R. Woodard (1866), and Cora Lily Woodard (1868-1952).
William was widowed in 1892 when his wife of 38 years died at age 64. A bit surprisingly, he married the same year on December 28, 1892 to Eleanor Woodall, widow of Calvin Lassiter of Clayton, NC (1839-1880), and daughter of James G. Woodall & Sarah Barber of Johnston County.
The couple would spend most of their senior years together in the home of William's son, Lee Polk Woodard. William Woolard Sr. lived a long life, passing in 1910 at age 80. His second wife, Eleanor, survived him 3 years, passing in 1913 at age 73.
