Elgin was born in Greenville, TX where his parents had moved from Sardis, TN. sometime between 1883 and 1888. He was born at home and evidently premature because he weighed only a little over 2 lbs. His mother, Tennessee Catherine prayed to the Lord "Let this little one live and I will dedicate him to you for a preacher". He did live and his mother did not tell him of this prayer until many years after he had become a minister in Oklahoma where they had moved sometime before 1910. Elgin met Mary there in 1917 and they were married in Chickasha, OK. on Sept.9, 1917.

Elgin's father and grandfather were farmers and so he was also, but sensing a call from God to preach the Gospel of Jesus Christ, he was first an itinerate pastor for the Methodist church, and then at some point he bought a tent and began to hold evangelistic meetings in the towns in middle OK. Elgin and Mary had 3 children during the years and in the late 1920's he was ordained with the Assembly of God and founded many churches in the OK. area until the early 1940's. Rev. Elgin loved music and taught his childen and many others how to play instruments so the church could have an orchestra.

After the war he and Mary moved to Oklahoma City where he soon opened the front part of his home for a church which he named "Golden Crown Temple". They lived there and ministered until Mary died Oct. 1976. In 1978 at the age of 87, Elgin moved to CA. to stay with his youngest daughter, Sylvia, where he lived until his death. His body is now buried beside his beloved wife, "Gertie" and his spirit is with his Lord and Savior.
