Son of William Edmondson McNeal (1830-1912) and Sonorah Jackson McNeal (1855-1951).
His siblings (from his father's first marriage to Catherine Mauck McNeal (1829-1877) are William Franklin McNeal (1854-1907), John Henry McNeal (1856-1944), Mary Elizabeth McNeal Bauguess (1857-1943), Alice McNeal Springer (1859-1936), Phillip Barton McNeal (1861-1936), Amos McNeal (1865-1939), Emma McNeal Welch (1871-1949) and Charlie McNeal (1875-1926). From mother Sonorah are James G. Jackson (1877-1949), Mabel C. McNeal Gilmore (1886-1918), Agnes Drucilla Adelaide McNeal Dillon Minteer (1890-1970) and Ruth Ann McNeal Sloan Hughes (1894-1974).
He married Lela Arta Allbee (1891-1970) on 9-4-1912 in Mercer Co., Il.
Their children are Gwendolyn Leota McNeal Muhlenburg (1913-1986), Wayne Allbee McNeal (1914-1971), Ray Evan McNeal (1917-1962). Ferne Louise McNeal Hay, (1919-2012), Kathryn Marie McNeal Moseley (1922-1961), Willard Eugene McNeal (1925-1989) and Paul Curtis McNeal (1928-2003).
Willard and Lela lived in Seaton, Ill. where Willard was a rural mail carrier. The family moved to Rock Island, Ill. in 1937 and Willard worked for American Machine and Metals. They spent their retirement years in Orange,Ca. Willard died of a heart attack while mowing the church lawn of Calvary Temple in Orange. Mr. McNeal was a member of the Reorganized Church of Jesus Christ of Latter Day Saints (now Community of Christ Church) and a master mason of Masonic Lodge # 658 A.F. & A.M. in Rock Island, Ill. Willard died at age 84.
