William was the son of James Franklin Rutherford and his wife Mary A.E. Walker. His father served as a private in the Union army and William was born before the war ended.

He married 1st on 2 Jan 1888, Higginsville, Lafayette Co., MO, to Mary Estaline "Estey" Snider, daughter of Daniel and Elizabeth Snider of Virginia and Lafayette Co., MO. Estey was the younger sister of William's sister Emma's husband Newton Snyder/Snider.

William and Estey had one daughter, Jessie, before Estey died in 1889.

He married second 19 Apr 1898, Moselle, Franklin Co., MO, to Lillie Mae Johnson, daughter of Robert R. Johnson and his wife Fannie Caroline Thomas. Their daughter Helen later recalled that Lillie Mae and her sister Tibbie were enthusiastic dancers and that Lillie Mae and William met at a dance while William was visiting relatives in their neighborhood.

In 1900, they were listed living with Jessie and their new daughter, Areta:

William was a farmer, and in fact the family moved around some while the children were growing up. Daughter Helen recalled that over the years they farmed in Gray Summit, Villa Ridge, Labadie, and for a couple of years (c. 1913-15) in Washington State.

"The Centenial Biographical Directory of Franklin County, MO," 1925, compiled by Herman Gottlieb Kiel.

William was a road overseer in Villa Ridge Road District 5 from 1903 to 1916. The salary in 1917 was $2.75 per day.

Carrie graduated from business school and became a career woman.

In 1920, they were still in Gray Summit. William's widowed mother Mary was living next door with his sister's family:
