Ragains was born in Monroe County, Indiana. He was the son of William H. Ragains and Mary Carter. On 4 September 1862, Lewis Ragains enlisted as a private in Company G, 12th Kansas Infantry. He mustered out on 30 January 1865. His first wife was Harriet Cox, with whom he had several children. After her death, he married Nancy E. Black on 28 July 1903 in Choctaw, Oklahoma.

In 1924, he was recorded as living at the Old Soldiers Home in Sawtelle, Los Angeles, California.
