The two-fold mission of the Carnegie Hero Fund Commission: To recognize persons who perform acts of heroism in civilian life in the United States and Canada, and to provide financial assistance for those disabled and the dependants of those killed helping others.

Edward J. Williams saved William C. Robnett from burning, Wichita, Kansas, July 16, 1926. Robnett, 43, blacksmith, was standing on a horizontal plate fastened 10 feet from the top inside of a still-tower of an oil refinery working with a lighted torch when gas entered the tower and ignited. Williams, 53, foreman pipefitter, who was at the top of the tower on a support on the outside watching Robnett, got astride the rim of the tower, which was six feet in diameter and rose 60 feet above the ground. Holding to a scaffold and leaning over, he extended a hand to Robnett, who was frantically trying to climb out by means of a rope. Robnett caught hold of Williams's leg and then of his wrist with both hands. Williams pulled him to the top and away from the tower as flames were pouring out at the top. Both Robnett and Williams were badly burned but recovered. 26634-2113
