He was born on 19 January 1842 on land near Allisons Creek in York County. When Leroy was 7 months old, his father died (age 31) on 8 August 1842. He was raised in the home of his widower grandfather Duncan McCallum (1794-1865).
At the age of 18 at the beginning of the Civil Way, Leroy joined the Catawba Light Infantry, a militia group principally of men from York County. This unit was reorganized in June 1861 and he was then part of Company E, 17th Regiment, South Carolina Infantry. He served all 4 years of the Civil War.
At the end of the war, Leroy returned to York County and engaged in farming. On 22 September 1868, he married Clementine Virginia Wallace (1843-1905). They had 9 children (6 sons and 3 daughters).
Leroy Russell Williams was a member of the Beth Shiloh Presbyterian near York. He was an elder there for 23 years and always active in its affairs.
At the age of 81, Leroy Russell Williams died in York on 2 October 1932. He is buried in the Beth Shiloh Presbyterian Church cemetery.
