He was the son of John A. Brown and Marion Robinson Brown.

On August 25, 1916 as Halbert P. Brown, he married Oma C. Boarman at Washington, District of Columbia.

They were the parents of four children including Jeannette B. Brown McCusker (1920-2010).

On October 13, 1943 as Halbert P. Brown, age 50, he married Marjory D. Jawish, age 41 in Reno, Nevada.

In November 1943, Oma C. Brown filed suit in District Court against Marjory D. Jawish Brown charging alienation of affections and asking for $250,000 in damages. The suit charged the defendant with alienating the affections of Halbert P. Brown, patent attorney. He and Mrs. Jawish married in Reno, Nevada on October 13, 1943, the same day Mr. Brown obtained a divorce from Mrs. Oma C. Brown.

In March 1945, it was announced that an out-of-court settlement had been agreed upon. The amount agreed on was not made public.
