He was born in 1782 in Brooke County, Virginia, now West Virginia. He was the fifth of six children.

He was a soldier in the war of 1812 for fifteen months, serving under Captain John H. Elson and General William Henry Harrison's Co. of Infantry, 1st Reg. Virginia Militia. He was at the siege and battle of Fort Meigs and assisted in the burial of the dead at River Raisin.

William was about thirty-two and Eleanor Lawther was about twenty-three when they married at the old Lawther homestead in 1814 in Washington County, Pennsylvania.

William was the first justice of the peace in Orange Township in Carroll County, Ohio and served in that office thirty years. He was a blacksmith by trade and built the first smith shop in Leesville where he worked at his trade for years and retired to a farm one mile west of that town.

Both his parents died in 1826. He was fifty when his last child was born in 1832.

He was an ardent supporter of the principles of the Whig party. He was one of the founders of the Presbyterian Church at New Hagerstown in which he was an active worker and liberal supporter.

The 1820 census revealed they were living in Leesburg, Tuscarawas County, Ohio. Household members: William Leeper (26-44), Eleanor (26-44), one male (19-25), James (under 10) and Mary (under 10).

The 1830 census revealed they were living in Hagerstown, Tuscarawas County, Ohio. Household members: Wm Leeper (30-39), Eleanor (30-39), James (10-14), John & William (under 5) and Mary & Jane (10-14).

Their daughter, Jane died in 1832 when she was ten. Their daughter, Mary Ann died in 1833 when she was fourteen. Their son, John died in 1835 when he was ten. It had to be devastating to go through such a crisis three times.

The 1840 census revealed they were living in Orange township, Carrol County, Ohio. Household members: Wm Leeper (40-49), Eleanor (40-49), William (10-14) and Martha (5-9).

They had been married thirty years and their daughter, Martha was about twelve years old when Eleanor died in 1844.

The 1850 census revealed William, a widower was a farmer and his real estate value was at $2000. William was born in Virginia. Household members: Wm Leeper (65), W. A. (20) and M.J. (18).

Marriage Record revealed William Leeper married Martha Holmes Wilson on January 6, 1852 in Harrison County, Ohio.

They had been married six years when William died on September 9, 1858 in Carroll County, Ohio.

The Leeper homestead, built in 1834, is still owned by the descendants of the second James Lawther Leeper, William and Eleanor's grandson by son, William A.. It is located about one mile west of Leesville, down the road further out of town from the Leeper electrical station, so named by the power company. Jim Leeper's parents, Gloria and William Wilson Leeper Jr. retired on the "far place" on the old homestead. Joy Leeper's parents, Frances and Mabel Leeper own it.

He was buried next to his first wife, Eleanor in the Leesville Cemetery in Carroll County, Ohio. The stone is a prominent marble spire in the southeast corner of the cemetery. It is one of the largest stones in the cemetery and very easy to pick out. It had a memorial to the fact that he was a veteran of the War of 1812.
