He was born on 27 August 1816 in Norfolk, Virginia. He was the first of six children.

He was raised on the Leeper farm and learned the trade of blacksmith in the shop of his uncle, Gawin Lawther. When he was a young fellow of seventeen, James helped carry the bricks and mortar for the construction of his father's house near Leesville in Carroll County, Ohio.

Marriage Record revealed James Leeper and Sophia M Dickey married on July 8, 1837 in Jefferson County, Ohio.

He was twenty-one and she was twenty-eight when they married.

Soon afterward, he read medicine with Dr. Thomas Abbot of Massillon, Ohio. He began the practice of medicine in Perry Township, Navarre in Stark County, Ohio about three years later in May 1840. Per the biographical record in Stark County, Ohio History.

The 1840 census revealed he was a professional and they lived in Bethlehem, Stark, Ohio.

The 1850 census revealed he was a Physician and they had 2 males and 1 female that were not relatives.

The 1860 census revealed their son, George was nine and they had a female music teacher, a male organist and a 12 year old female living with them.

In 1865 he bought a two hundred acre farm located three and one-half miles northeast of Navarre which they called Swampy Hollow. He was an active member of the Methodist Episcopal Church. He was always very much interested in agriculture and enjoyed husbandry, the business of farming, for twenty-two years. He was a member of the Patrons of Husbandry Society and was also a staunch Prohibitionist.

The 1870 census revealed they lived in Perry, Stark, Ohio and their son and Mary Monk, a domestic servant lived with them.

The 1880 census revealed their son and his wife, their niece and her three children, a female helper and a male farmhand were living with them.

They had one son and one daughter:

He achieved a high place among his fellow physicians and also conducted a drug store for fifteen of the twenty-five years he practiced medicine in Navarre, Ohio.

Dr. James L. Leeper was a prominent citizen of Stark County, Ohio. A biographical sketch on his life was provided in Portrait and Biographical Record of Stark County, Ohio, published 1892, Pages 510-511, He was of bright and shrewd intelligence, Dr. Leeper became a man of much intellectual acumen and marked culture. He was known not only as the skilled physician to whom all applied in time of necessity, but as the valued friend and advisor for thirty years. His death was a cause of mourning on the part of the whole community. As a husband, his integrity and honor were never questioned; as a neighbor and friend, he was distinguished for kindness and philanthropy, promote happiness or social elevation of mankind, as by making donations. He always lived a conscientious Christian life and he and his estimable wife were for many years devoted workers in the Methodist Episcopal Church.

Pages 523-524, His warm heart and generous sympathies added to the good feeling inspired by his professional culture and practical skill and he had a large following and many sincere friends. At his death, Dr. Leeper left a valuable estate comprising one hundred and ninety acres and which is one of the finest farms in the township. His fame and popularity as a physician extended beyond the limits of the county and his genial, cordial manners gained for him the friendship of all who were associated with him, whether in business or social life. He was self-made in the truest sense of that term and we take pleasure in placing before our readers a sketch of so worthy a gentleman.

They had been married for fifty years when James died in 1887.

He was a very much respected and honored man and his death was generally mourned in the community. His brother, William A. Leeper, was with him when he died and was saddened by the fact that his brother, James, did not recover enough during his last days to even recognize him or the rest of his family. The people who spoke of Dr. Leeper gave evidence of the esteem in which he was held. Letters of Mary Leeper Long written to Laverne Leeper revealed that she remembered him as a handsome man of very pleasing manner. Always ready with a joke or a humorous story to fit any occasion.
