John was born in Butler Township, Richland County, a twin to brother William Cummings Forbes. He spent the greater part of his life of 66 years and two months in Butler Township working as a farm and horse trader. He owned a farm on Garrow Road in Shiloh, Richland, Ohio.

He served as Judge for Butler Township's November 1893 and November 1894 elections, noting that he was a Republican.

John was one of the founding fathers of the Farmer's Institute of Butler Township that began in 1896, an annual event held in the Butler Township Hall in Adario, Ohio.
