John was born in Butler Township, Richland County, a twin to brother William Cummings Forbes. He spent the greater part of his life of 66 years and two months in Butler Township working as a farm and horse trader. He owned a farm on Garrow Road in Shiloh, Richland, Ohio.

He served as Judge for Butler Township's November 1893 and November 1894 elections, noting that he was a Republican.

John was one of the founding fathers of the Farmer's Institute of Butler Township that began in 1896, an annual event held in the Butler Township Hall in Adario, Ohio. The Institute's tradition consists of sharing ideas and views on farming and homemaking, a lunch by the Ladies of Butler Township, a variety of local entertainment, and performing a community play where the cast consists of local townspeople.
