William Fulton was born in Chester County, Pennsylvania to John A. Fulton and Lavinia Irwin. He moved with his parents to Ross County, Ohio about 1802. He married Eliza Loofbourrow in 1811 and together they had 13 children. He remained in Ross County his entire life.

William is buried on his homesteaded farm located on Egypt Pike in Union Township that he purchased in 1813. The family plot includes his parents John and Lavinia and wife Eliza.
