Lulu was the daughter of Judson C. Rouse and Diana E. Newton. She married "Cyrus" John Cyrus Slopey (Sloppy) on June 13, 1892 in DuBois, Clearfield Co., PA. Lulu and Cyrus apparently separated later in life. At the time of the 1920 census, Cyrus and Lulu were still living together, enumerated in Springville, NY. However, in both the 1930 and 1940 censuses, Lulu is living with her daughter, Xenia Williams, in Washington DC. (Cyrus cannot be located in the 1930 and 1940 censuses.) Lulu died in Washington DC.

Cyrus and Lulu were the parents of five children:
1. Xenia Diana (Slopey) Williams
2. Paul Judson Sloppy
3. Donald Lamar Slopey
4. Dorothy Jane (Slopey) Pritchard
5. Marjorie C. Slopey

The following death announcement appeared in "The Washington Post" (Washington DC) on Sunday, September 20, 1942, page 12:

SLOPEY, LULU ROUSE. On Saturday, September 19, 1942, at Garfield Hospital, LULU ROUSE SLOPEY, beloved mother of Mrs. Xenia Williams and Mrs. Ivan Pritchard of Franklinville, N. Y. Services at the Chambers funeral home, 1400 Chapin st. nw, on Sunday, September 20, at 3:00 p. m. Friends invited. Interment Springville, N. Y.
