Riley was the youngest child of twelve children of Henry and Jincy Jane (Fields) Casner. In the mid 1800s Henry and his family lived intermittently between IA and MO. Henry died in IA in 1847. In 1852 the widowed Jincy Jane Casner traveled by wagon to Linn Co., OR. Two of her sons made the gold rush to CA in 1849 and would later rejoin the family in OR. Other than the two in CA, only seven of the children reached OR.

Riley first married Nancy Maria 'Myra' Fields Miller on July 2, 1864 in Wasco Co., Or. To this union were born four children: Nancy, William, Joseph, and Riley, Jr. Maria, Nancy and Joseph died circa 1873 while they were crossing the desert in CA.

Riley then married Rebecca Jane Frezell in November 1874 at Lake Tahoe, Placer Co., CA. By 1875 Riley with his family had returned to Linn Co., OR where he traveled with other Casner family members to Yavapai Co., AZ. He settled on Beaver Creek where his very large family was raised.

Riley and Rebecca had twelve children:

The mother of Rilely and two of his children who died young are buried in the Casner Family Cemetry located on Beaver Creek Ranch which is now the Southwestern Academy, Beaver Creek Ranch Campus.
