Everett was the son of David Sanford Bales and Frances Elmira Waters. He was born and raised in Washington County, Iowa. He moved to Oregon and in about 1896 married Mary Alice Maddux. They had three children. They lived in Tillamook County, where Everett was a stock farmer. Everett died in 1907, and his widow remarried. Her husband, Edgar Black, helped raise the three children.
